  • Fu Jen Catholic University Regulations for Direct Entry into Ph. D. Programs Passed upon Amendment at the Sixth Executive Council in the Academic Year of 2011 March 8, 2012 Article 1: In order for students with academic excellence may begin their Ph. D. study earlier, Fu Jen Catholic University Regulations for Direct Entry into the Ph. D. Programs are formulated in accordance with the MOE Regulations for Direct Entry into the Ph. D. Programs and Article 62 of the University Academic Policies. Article 2: Students applying for direct entry into a Ph. D. program should be equipped with one of the following qualifications: (1) An undergraduate in the graduating class who demonstrates academic excellence and research potential; (2) A master's student who demonstrates academic excellence and research potential. The standards for evaluating academic excellence and research potential are decided by individual departments (programs). Article 3: A student's ranking of academic performance should be decided based on the total number of students entering the class in the same academic year. If departments or programs are approved by the MOE to have smaller sections of students based on their official student records, a student's academic performance can then be ranked in accordance with the total number of a section. Article 4: The number of students a department or program admits into its Ph. D. program through direct entry should not exceed 40% of the admitted number of Ph. D. students for the department or program approved by the MOE in an academic year. When the approved admitted number is below 5, only two students can be admitted through direct entry. The aforementioned number should be included within the total number of openings at the University approved by the MOE for that academic year. The number of students admitted into a department or program through direct entry each academic year should be listed in the admission brochure, along with the admitted number through the entrance exam. When there are remaining positions after direct entry admission, these positions will be filled by waitlisted students selected through the entrance exam. Article 5: Students qualified for direct entry application should obtain their bachelor degree in the year they are approved of enrollment in the Ph. D. program and begin their doctoral study in the next academic year. They cannot apply to defer enrollment. When students do not obtain their bachelor degree before enrollment in the Ph. D. program, their qualification for direct entry into the program will be revoked. Article 6: Students applying to a Ph. D. program through direct entry should submit the application during the designated period of time requested by that program. Article 7: Departments (programs) accepting student applications for direct entry should formulate the Regulations for Evaluating Direct Entry Applications and form an evaluation committee to go over these applications. The aforementioned regulations should be passed in the department (program) meetings and submit for approval to the College Dean, the Dean of Academic Affairs, and the President. Article 8: Each department (program) should compile a list of students approved for enrollment in the Ph. D. program through direct entry before the end of the spring semester (July 31) in each academic year. This list should be submitted to the College Dean for second review and then to the Office of Academic Affairs for compilation of lists submitted by all programs before being transferred to the Dean of Academic Affairs and the President for final approval. Article 9: Applicants should submit the following documents: (1) The application form for Direct Entry into the Ph. D. Programs; (2) A hard copy of the transcript; (3) Two recommendation letters from faculty; (4) Documents required by the admitting programs; (5) A letter of consent provided by the applicant's workplace for in-service students. Article 10: The application form for Direct Entry into the Ph. D. Programs is designed and provided by the Office of Academic Affairs, while the format of the recommendation letter will be decided by each department (program). Article 11: Master's students accepted into a Ph. D. program through direct entry should be enrolled in the program for at least two full years, that is, completing 30 credits (including credits taken at the master's program) since the beginning of their Ph. D. study. Before they can apply for the degree exam, graduating students of the undergraduate programs should have been enrolled in a Ph. D. program for at least 3 years since the beginning of their Ph. D. study. Article 12: When Ph. D. students admitted through direct entry encounter any of the following situations, they may apply to return to their home department (program) to resume their master's study or apply to a master's program of a close subject of study: (1) Students discontinued their Ph. D. study for some reason; (2) Students did not pass the qualification exams for candidacy; (3) Students did not pass the degree exam and did not meet the requirements as ruled in Article 11 of the Regulations. The aforementioned application should be investigated and approved by the department's (or program's) direct entry evaluation committee. It should be further approved by the College Dean, and then be submitted for approval to the Dean of Academic Affairs and the President. Students who encountered the first situation (discontinuing Ph. D. study) and have completed the course work required by the master's program can submit a dissertation for evaluation to the master's degree examination committee. Upon passing the master's degree exam, a student will be awarded a master's degree but the study time he or she spent in his or her Ph. D. study will not be counted into the time limit for degree completion for the master's degree. Article 13: For Ph. D. students admitted through direct entry, when they finish their course work and pass the qualification exams for candidacy, but not passing the degree exam, they will be awarded the master's degree if a dissertation submitted is approved by the Ph. D. degree examination committee to have met the standards required for a master's degree. Article 14: These regulations were passed at the Academic Affairs Council, and were promulgated and implemented upon approval by the President. The same procedure will be followed for each amendment.
